Our Man In London.

"I'm calling about Corbyn. Need any help?"
 
PICTURE HIM. He’s in his late 40s, tall, greying hair elegantly styled. His suit is Italian bespoke, from the immigrant tailor with the studio just around the corner from his favourite pub. His basic salary is safely into six figures (Sterling) and his bonus this year was spectacular. What does he do? Basically, he answers questions about the future. Where is the market going? Where will oil be in six months’ time? What’s happening to gold? Who’s putting what where? Which commodities are trending up? What’s going down? It’s not his money, of course, but even so, he’s got to be right at least as often as he’s wrong. Fortunately, he wears the pressure every bit as stylishly as he wears his Italian suit.
 
Not that he’s one of those Old Etonian, Oxbridge toffs like David Cameron or Boris Johnson. No, no. He received his secondary education at the local grammar school and graduated from a respectable red-brick university. Displaying a rare aptitude for student politics, he was swiftly taken up by the leading lights of the University Labour Club. A vacation job in the office of his local Labour MP led him into even higher-powered political circles. Upon graduation a job was waiting for him at Westminster. His boss was only a junior minister outside Cabinet – but widely regarded as a rising star. Our boy rose with him.
 
He met his wife in the lobby of the House of Commons. She was working for a Tory shadow minister of roughly equal rank to his own. Their backgrounds were remarkably similar – apart from the fact that, in her case, it was the University Conservative Club that had spotted her political talents. “Just think,” she teased, “if Labour had been quicker off the mark we might have been colleagues!” They were married on the country estate of her boss. “Marquees everywhere and Krug by the case! Not bad for a grammar school boy!”
 
The installation of the Conservative Lib-Dem coalition government in 2010 saw him snapped-up by a major financial institution in the City. His networks were impressive and his understanding of the UK economy even more so. What his new employers most admired about him was the ease with which he carried his many and varied talents. On neither shoulder were there any discernible chips. Gregarious, good-natured, and the proud possessor of one of the finest hip-hop collections in London, even the toffs liked him.
 
If he really was as good as everyone (including himself) thought he was, however, he should have spotted the enormous risk Cameron was taking when, in 2013, he promised an In/Out binding referendum on EU membership. His wife’s parents had friends who were members of UKIP, and they were worried. “David doesn’t really have a very good grasp of the provincial middle-class mind”, they vouchsafed to their son-in-law. “We don’t think he understands the degree to which he’s putting his future into the hands of the English working-class.”
 
He saw the irony, of course, but 2013 was back in the BC – Before Corbyn – era. “Labour is rock-solid for the EU,” he reassured his wife. “Cameron’s as safe as houses.”
 
Corbyn was the game-changer. None of our man’s friends in the party saw the old bugger coming. With his beard and his bicycle – and his penchant for defying the Whip – Corbyn was regarded as a rather poor 1980s joke. Like the Scottish National Party, he was not to be taken seriously.
 
Until he won.
 
Our man simply could not fathom how Corbyn, like the SNP, had been able to shake Labour to its very foundations. Neither of them grasped the impossibility of their dreams. The old fool and his followers didn’t seem to understand that the world had moved beyond the restorative policies of an ageing Trotskyist from Islington. Like Scotland, he just didn’t have the right sort of resources, or the right sort of friends.
 
Then along came Cameron’s bloody referendum. Suddenly, it was no longer enough to have the right sort of resources and the right sort of friends. Unaccountably, they no longer seemed to work.
 
His wife’s people reported that the shires were in open revolt. The dragon’s teeth that, year after year, UKIP had sown among the fields and hedgerows of “Little England” had grown into a veritable Game of Thrones collection of unstoppable fire-breathers. And who was that, sitting astride one of their scaly necks, looking for all the world like Daenerys, Mother of Dragons? Bloody Boris Johnson – that’s who!
 
Which meant that it was now up to Labour to save the day. Meaning it was up to Corbyn to save the day. Apparently, he knew how to talk to working people. He’d persuade them to get out and vote for “Remain”.
 
Our man’s wife was sceptical. “Corbyn’s a Londoner, darling, and I’m not sure a Londoner is the right sort of person to persuade your party’s ‘Friends in the North’. Indeed, I’m not sure that Labour any longer has anyone who can speak to the working-class of this country about the things that matter to them.”
 
Our man wasn’t convinced. Weren’t the polls shifting back towards ‘Remain’? Hadn’t the tragic assassination of Jo Cox reminded the working-class who their real friends were? When his bosses asked him which way the electorate was going to jump, he gave them his most winning smile, and told them not to worry. At the end of the day, the people would know what was good for them.
 
That advice cost his employers a great deal of money. There’d be no bonus this year to pay for the boys school fees. Never mind, there was always politics. Labour was in dire need of some sound advice. He reached for his cell-phone and scrolled through his contacts until he found the number.
 
The accent at the other end was pure Oxbridge: “Good Lord, old chap, how long has it been? To what do I owe the pleasure?”
 
“I’m calling about Corbyn. Need any help?”

Winston's Choice.

Which Way Will He Go? This is the choice that Winston Peters must make. To go on doing what he has been doing since 1993: dog-whistling softly – but not at a pitch to arouse the entire kennel – so as to secure for himself and his followers a seat or two at the top table. Or: to do what he has all along known he has the power to do – unleash hell upon the New Zealand political class.
 
HOW DOES WINSTON PETERS wish to be remembered? In this, the middle year of John Key’s third term as prime minister, the leader of NZ First must surely be asking himself the same question. Will he be recalled, ultimately, as the gad-fly of New Zealand politics? Memorable for the amount of irritation he was able to cause – but for little else. Or, will all that came before the 2017 General Election be seen, simply, as the necessary preparation for the triumph of his final, finest, hour?
 
His Northland by-election victory, in particular, must be giving him considerable pause. Something was revealed there which can only have sent shivers down the spines of both the National and Labour parties. A vast and inchoate rage, bubbling and churning like magma just below the apparently placid surface of New Zealand politics. There can be little doubt that Peters sensed its presence – hence his unshakeable confidence that the seat was winnable. But, it is doubtful that he foresaw its size and power. On the night of his runaway win, even the wily Mr Peters must have felt a shiver or two.
 
The same sort of shivers, perhaps, that Dr Don Brash felt when he sat on his sofa and watched the National Party record an unprecedented 17 percentage point surge in the Colmar Brunton opinion poll on the strength of his Orewa Speech. Dr Brash’s right-wing populism came within an ace of victory in 2005. The ground heaved and flattened, heaved and flattened, but, crucially, the magma did not break through. New Zealand did not burn.
 
Eleven years on from Orewa, as Mr Peters undoubtedly knows, the target of “Middle New Zealand’s” rage is no longer just “Maori privilege” (although that still rankles). In 2016 the unease is generated by much larger and more profound changes in the shape of New Zealand’s population. If the dominant Pakeha fraction of Kiwi society felt challenged by the Maori Renaissance, it is experiencing the early stages of existential dread about the growing influence of Asian immigration.
 
There is more to this dread that old-fashioned racism. It originates in the pervasive sense that New Zealand is being changed in ways that most New Zealanders have neither asked for nor desired. That decisions concerning their nation’s future have been made on the basis of research and discussion about which most Kiwis remain completely unaware.
 
New Zealand’s turn towards Asia, for example, and the dramatic shift in population policy it required, have never constituted the core of a Labour or National election manifesto. Both of the major parties have, instead, quietly accepted the advice of an elite group of senior public servants and academics that New Zealand must prepare for a multicultural future, and that this option is much to be preferred to the country remaining a singularly misplaced, and increasingly isolated, outpost of European civilisation.
 
NZ First was the only political party to question the wisdom and desirability of the Asian turn – and it was viciously criticised for its pains. Taunts of racism are the political class’s stock response to any individual or organisation foolhardy enough to demand a democratic mandate for a population policy as radical as the one into which New Zealanders have been strapped.
 
Not that the major parties are unaware of the additional heat New Zealand’s unsanctioned population policies are adding to the magma bubbling and churning beneath the surface of its political landscape. Concern over the sale of New Zealand land to foreigners – out of which both National and Labour, as well as NZ First and the Greens, have sought to make political capital – is but the venting of steam and ash.
 
The whole political class is acutely aware that if New Zealanders’ concerns about the changing composition of their society; their worries about the neglect of provincial New Zealand and the growing economic power of Auckland; and their fear that the country’s future is being determined without a democratic mandate; were ever to become the core of a political party’s electoral appeal, then the whole country could erupt.
 
This is the choice that Winston Peters must make. To go on doing what he has been doing since 1993: dog-whistling softly – but not at a pitch to arouse the entire kennel – so as to secure for himself and his followers a seat or two at the top table. Or: to do what he has all along known he has the power to do – unleash hell upon the New Zealand political class.
 
If a single fissure in Northland could lay the Government low, just imagine what a nationwide rupture could do. Yes, New Zealand would burn, but fire is only a bad thing when it destroys what people value. There is much in contemporary New Zealand that its people would happily consign to the flames.

What's Good For Them: Tony Abbott And The Australian Electorate

Tuning Out: Australian Prime Minister, Tony Abbott, and his Chief-of-Staff, Peta Credlin, epitomise that faction of the political class which believes that popular consent is no longer essential to effective governance. The Australian electorate is fast disabusing them of this elitist political fantasy.
 
TONY ABBOTT, Australia’s beleaguered Prime Minister, is just the latest (and nearest) casualty of a steadily widening rift within the international political class. Essentially, this class is split between those who believe that effective and efficient governance is possible without popular consent. (Which, they assert, can now be convincingly simulated without political risk). And those who continue to believe that a certain, irreducible, measure of popular consent remains indispensable to the maintenance of a government’s political legitimacy.
 
Abbott is a particularly vivid exemplar of the non-democratic mode of governance. The speed with which he jettisoned his electoral promises to the Australian electorate confirms his entirely instrumental view of the electoral process. In Abbott’s eyes, a party manifesto should never be construed as some form of contract with the electorate. This is because electoral promises are not promises in the conventional sense. They are, rather, to be understood as straightforward voter motivators: an important means to the ultimate end of amassing more votes than one’s opponents and winning power.
 
Abbott’s extraordinary practice of making “Captain’s calls” – decisions made without reference to either his cabinet colleagues or his own backbench – epitomises his view of governance as a series of top-down directives – to be implemented without question or delay. In pursuing this strategy, Abbott is strongly assisted by his controversial chief-of-staff, Peta Credlin, who has repeatedly demonstrated her contempt for cabinet ministers and back-benchers alike. Working together, Abbott and Credlin have perfected an Australian variant of government-by-decree – a practice more usually associated with hard-pressed presidential regimes (most infamously with the ill-starred Weimar Republic).
 
That Abbott sees himself as some sort of presidential figure was made clear in his outraged reaction to the suggestion that his colleagues might be preparing to over-turn “the people’s choice” for prime-minister. In advancing this position (with considerable support from the right-wing news media) Abbott was, in effect, turning the whole Westminster System of parliamentary government on its head.
 
Between elections, he was saying, the Prime Minister must be invulnerable to challenge. A notion which directly contradicts the long-established convention that the Prime Minister holds office at the pleasure of Parliament, and that democratic accountability is traceable through the people’s representatives exclusively. It is Members of Parliament who determine, by majority vote, the composition of the government – and no one else.
 
The problem with this convention, at least as far as the non-democratic faction of the political class is concerned, is that it places far too much power in the hands of politicians who are, themselves, vulnerable to the electoral power of the voters. Inflict too much pain on the electorate and it just might decide to turf the government responsible out of office.
 
That this is much more than a theorem of political science was demonstrated to the Australian political class by the voters of Queensland, who, only last month, rounded savagely on their proudly non-democratic premier and his unmandated assault on the people of the sunshine state by emphatically reinstalling a thoroughly chastened Labor Party to office.
 
It was this demonstration of the voters’ power (which, itself, followed hard on the heels of a similar upset in the state of Victoria) that prompted a significant minority of Abbott’s back-benchers to call for a leadership ballot. That Abbott held them off was in large measure due to the formal loyalty of his Cabinet. But even inside the Cabinet Room, a restive and growing group of Liberal Party ministers are rapidly coming to terms with the practical political dangers of persisting with the fiction that Abbott is some sort of elected Kaiser and Peta Credlin his Iron Chancellor.
 
The neoliberal zealots who populate the think-tanks, employer lobbies and commentariat of the Australian Right may have convinced themselves that elections are mere charades to be managed by public-relations mavens, pollsters and spin-doctors; and that, as soon as these irritating democratic rituals have been safely concluded, the real business of “responsible” governance can resume – regardless of promises made and any naive voter expectations that those promises will be kept. Wiser heads within the political class know better.
 
Major economic and social changes, imposed without a clear electoral mandate, can only be preserved through an ever-increasing reliance on political distraction, demagoguery, and outright deceit. Inevitably, this sort of political chicanery, accompanied, as it so often is, by the imposition of unannounced and unfairly distributed pain, will be answered by the sort of emphatic electoral rejection so recently demonstrated in Victoria and Queensland.
 
As the moderate faction of the political class absorbs these fundamental democratic realities, and their unease is communicated to the Liberal Party’s wavering politicians, Abbott’s position will become increasingly untenable. Sooner or later (and most probably it will be sooner) he will be made to pay the price for ignoring the pragmatic examples set by his more durable predecessors.
 
The best Aussie barbeques are those where the guests get to eat the steaks and salads they’ve prepared themselves – not the ones where the host alone decides what’s good for them.

We Can't Handle The Truth! Democratic Compentency And Elite Opinion.

You Can't Handle The Truth! The snarling Colonel Jessup, from A Few Good Men, reiterates the long-standing conviction among political and military elites that the people cannot be trusted with all the facts. It is their contention that Democracy, if it is not to end in the ruin of the state, must be managed by its wisest and most experienced servants, through the judicious use of what the philosopher, Plato, called "Noble Lies".
 
IT WAS JUNE, 2008, at the University of Otago’s Foreign Policy School, that I discovered exactly how much the New Zealand political class despises democracy. The man who spelled it out was Lance Beath, one of that peculiar breed of military academics who flit between university departments, policy institutes, and those shadowy consultancies whose definitive client lists remain conveniently undisclosed.
 
Having delivered what I hoped was a robust defence of the people’s right to determine the foreign policy of their own country, I was keen to hear Beath’s rebuttal. It came in the form of a cautionary tale drawn from Ancient Greek history.
 
The story he told was of that of the Athenian politician-general, Themistocles, who was determined to protect his city from the Persian Empire. Since Athens was too small to defeat the might of the Persians on land, Themistocles knew that his city’s only hope of remaining free was to defeat them at sea. Athens needed to build a mighty navy.
 
Except that Athens, being a democracy, was most unlikely to voluntarily assume the financial burden which the construction of an effective battle-fleet would necessarily entail.
 
It was here that Beath began to warm to his task.
 
How did Themistocles persuade his fellow citizens to vote the Athenian Republic the taxes necessary to build a navy big enough to defeat the Persians? The answer, Beath told his audience of MFAT bureaucrats, foreign diplomats, assorted academics and ambitious students, was simple – he tricked them!
 
Athens had for some time been embroiled in a struggle with Aegina (a rival Greek sea-power) and Themistocles argued that only by constructing a powerful battle-fleet of 200 triremes could Athens finally put the Aeginetans in their place.
 
Without Themistocle’s trickery, argued Beath, the Athenians would not have been able to defeat the naval armada of the Persian Emperor, Darius, at the Battle of Salamis. Athens (and the rest of Greece) was saved, Beath snidely concluded, not by its much vaunted democracy, but by the shrewd manipulations of its political leader.
 
The message could not have been clearer. The people are too selfish and too stupid to recognise the true interests of the nation. It is, therefore, the duty of those wise and experienced servants of the state (among whom it is important to include the commanders of the armed forces) who find themselves labouring under the manifold disadvantages of the democratic form of government, to master the art of leading the masses, by trickery and deception, to those crucial decisions which they lack the wit to arrive at unaided.
 
Beath thus established, at the very beginning of the Foreign Policy School’s inquiry into what role the people should play in the setting of foreign policy, that only one answer would do: they must play the role of dupes.
 
Wiser heads must tell the people who to hate and who they should befriend. And if this requires the telling of lies – then so be it. They would be necessary falsehoods. What the Greek philosopher, Plato, called “Noble Lies”. The sort of political trickery resorted to by wise and benevolent rulers, not in their own interests (heaven forbid!) but in the interests of a population too ignorant to be entrusted with a more accurate account of events.
 
Beath’s message was indistinguishable from the one elucidated so dramatically in the movie A Few Good Men.
 
Defence counsel, Lieutenant Daniel Kaffee (Tom Cruise) demands that the witness, Colonel Nathan R. Jessup (Jack Nicolson) answer his questions. “You want answers?” sneers Jessup. “I think I’m entitled to”, Kaffee responds. “You want answers?”, Jessup sneers a second time, his voice rising in rage. “I want the truth!”, bellows Kaffee. And in a voice laden with scorn and derision, Jessup barks back: “You can’t handle the truth!”
 
Back in 2008, it was clear that Beath and his ilk still regarded New Zealand’s anti-nuclear policy as a disaster: a cautionary tale of what happens when the democratic masses over-rule the wiser counsels of their betters, and begin to meddle directly in the formation of foreign policy. The latest “Noble Lie” is that, for the people’s own safety, the Government must participate in the war against Islamic State. No doubt today’s ‘wise heads’ see Prime Minister Key as New Zealand’s very own Themistocles. A political leader manipulating and tricking his ill-informed people – for their own good.
